Central Facility Buildings, Guest House, Police Stations, Canteens, Banks, Post Offices, Telex & Telephone Office, Dispensary, Electronic Telephone Exchange (EPABX), Farmers Rest House, Weighing Machines, Weighbridges, Sulabh Souchalaya, Ripening Chamber, Auction Halls, Common Warehouses, Cold Drinking Water Centres, etc.
As per the provisions of Section 6 of the Maharashtra Agricultural Produce Marketing (Regulation) Act, 1963, wholesale trade of the agricultural produce under regulation of the APMC, must be done in the declared Market Yards of the MAPMC, as notified by the Director of Marketing, Maharashtra State, Pune. In order to curb the unauthorized trade, MAPMC has initiated the various steps against those who are involved in unauthorized trade of agricultural produce in the jurisdiction of Mumbai APMC.
The Mumbai APMC has set up its own Check Nakas adjacent to the Octori Nakas of Brihanmumbai Mahanagar palika, wherein 60 employees of the MAPMC are working in 3 shifts at 24 hours. The vehicles carrying the regulated agricultural produce are permitted to enter Mumbai City, after verification of Mumbai Entry Pass and such other documents submitted by the vehicle owners at the Check Nakas. The Vigilance Squad is set up to intercept the vehicles carrying agricultural produce unauthorisedly in the jurisdiction of Mumbai APMC. This Vigilance Squad is provided with vehicles and controlling staff in otrder to have maximum output. The regulated agricultural produce arriving at various Railway Stations at Mumbai is diverted to various declared wholesale Market Yards at Navi Mumbai by the Vigilance Squad. A Vigilance Squad has also been empowered to intercept the vehicles carrying agricultural produce unauthorisedly and to take penal action against the vehicles under the provisions of the Maharashtra Agricultural Produce Marketing (Development & Regulation) Act,1963, Rules and Bylaws made there under.

Types of licenses

As per the provisions of Maharashtra Agricultural Produce Marketing (Regulation) Act, 1963, every functionary involved in sale and purchase of agricultural produce has to obtain license for operating in the market yards / area of Mumbai APMC. There are various types of licenses such as - commission agent, trader, mapadi, mathadi or in any other capacity in relation to the marketing of the declared agricultural produce.

Licenses for traders - procedures and practices

Subject to the rules made in behalf of the grant of licenses to the various functionaries, a Market Committee may, after making inquiries as it deems fit, grant or renew a license for the use of any place in the market area for marketing of the agricultural produce or for operating therein as a trader, commission agent or in any other capacity in relation to the marketing of agricultural produce; or may after recording its reasons in writing therefore, refuse to grant or renew any such license.
7 plots, under the category of Warehousing Plots, admeasuring about 70 hectares, are allotted by CIDCO to Mumbai APMC, on which Market Yards for various agricultural produce such as Foodgarins, Pulses, Condiments and Spices, Sugar, Fruits & Vegetable, Onion & Potato, etc. are set up. The said plots are allotted for lease tenure of 60 years.
In order to have transparency in the working, MAPMC is committed to have open auction of agricultural produce in market. In the markets, electronic weigh bridges of various capacities, along with electronic weighing scales, are provided. In order to facilitate farmers and as provided in the Act, payment of agricultural produce is made within 24 hours. Market Information Display Boards are provided to know details of arrivals, prices, etc. So also E-trading Terminals (MCX/NCDEX) are provided. Details of entry and exit of each and every vehicle in the market complex are recorded. Electronic open auction system will be set up.
MAPMC is committed to develop infrastructure by investing in PPP mode. It also committed to set up electronic auction system on the basis of Flower Market at Netherlands. It also willing to undertake market reforms by adopting model byelaws so as to have fare competition and equal level playing field in trae and practices. It will also adopt various modalities for smooth flow of funds and its proper utilization as provided in the Act.
So far as outsourcing of various services, services such as Security, Cantees, Drinking Water, Gardening, Garbage disposal, etc. are looked after by private agencies appointed for the purpose by MAPMC.

Daily around 1.5 lakh person including traders, purchasers, mathadi, measurers and other visit in the 5 markets of the APMC. For them facilities of canteen, drinking water, public toilets etc. are provided as below :

Separate cleaning and solid waste management department is created to deal in this regard. Total 15 annual contracts are given for daily cleaning in the 5 markets.275 contractual workers work for this. The daily garbage (Kachra) is collected by compacters and disposed off in the dumping yards allotted by the municipal corporation. The Mumbai APMC has got prize in the competition of clean office under national cleanliness program arranged by Government. Mumbai APMC has participated in 'Swachh Bharat Abhiyan' implemented by Central Government Special cleanliness week was arranged during date 2/5/2017 to 8/5/2017 with the help of commission agents, traders, measurers, transporters and various association, etc. During this the main roads, internal roads, common passage, public toilets were clean if required cleaning is done using jet spray machines above 375 to 400 metric ton solid waster transported to dumping ground.
Total area of roads in five markets is 3,12,991 sqm. out of five markets concrete road construction is completed in Fruit and Vegetable Market in 2005 and 2004. Partial work of concretization is done in spice market and grain market out of total area concretization of 69,584 sqm. is completed.
There is auction hall of 2,500 sqm. in onion potato market and two auction hall of 2000 sqm. and 1000 sqm. in Fruit Market.
Electricity supply is done in common areas of market and offices also maintenance work is done.
Traffic of 2000 to 3000 vehicles of agricultural produce and 2000 to 3000 vehicles of purchasers and various market functionaries is there in the markets. Open spaces in the market are allowed to use for parking. Also truck terminal of CIDCO is their near spice market.
Cold storages The Mumbai APMC is doing work of construction of cold storages on their own two plots. one cold storage in Onion Potato Market capacity of 2500 m.t. Its construction will be completed within 2 to 3 months. The construction work of 2 cold storages on plot of MAPMC is in progress. The cold storage of 250mt capacity near & is expected be completed within 2-3 months. The Mumbai APMC is constructing cold storage of 2500 ton capacity on plot no.2. The facilities of cleaning, sorting, grading parking, ripening and pre-cooling will be provided there. It is executed to be completed within 6-8 months.
Mumbai APMC is important market at international level. Also export of various agricultural produce is done from Mumbai. The MAPMC is constructing two export houses to enhance the export. There are 12 units on plot no.3 each unit is of 605.34 sq.ft. and is of ground plus 4 stories. There is separate lift of 1.5 Ton capacity in each unit. The construction work of export house on plot no.15 is in progress. There will be one auction in the basement of 1038.24 sqm., 34 shops on the ground floor, 92 car parking on the 1st and 2nd floor and 92 offices on the 3rd floor to 6th floor.
For export of vegetable VHT is done and for export of fruits irradiation treatment is done. The plants are installed and operated by MSAMB on the plot of MAPMC. The exporters can utilize this building.
